For this trip to Mazatlán, I had a very important purpose: to secure a Mexican Permanent Resident card, called a Cédula. I already received the permanent resident visa at Mexico's Consulate General's office in Atlanta, GA. But I had to go through this process of changing the visa to a resident card in one of the immigration offices in Mexico. I chose to do it in Mazatlan.
As suggested by the Mexico Relocation Guide, I went to a mini convenience store, called Hogla, and the lady helped me fill out the application package to be submitted. I received the card within 30 minutes of submitting the application package. I am grateful! - Jeffrey
